Framework and Charter of International Low Carbon City, Neighbourhood, Building Academic Alliance
Chapter 1 General
1.1 Definitions: In this document, the following expressions shall have the meanings as assigned unless the context requires otherwise:
“IAA-LCCNB” or “Alliance” shall mean the “International Low Carbon City, Neighbourhood, Building Academic Alliance”.
1.2 The Alliance is a none for profit, none-governmental organization and does not pursue any commercial objectives.
1.3 The aim of the Alliance is to support fundamental and applied research related to low carbon cities, low carbon neighbourhood, low carbon buildings for the purpose of promoting a sustainable society and liveable cities through collaboration and cooperation among all members of the Alliance.
Chapter 2 Membership
2.1 Academic institutions, including universities, laboratories, research institutes, research groups, who support the aims are eligible for admission to the Alliance.
2.2 Any member who has not been not been active or not participated in any activities organized by the Alliance may be removed from membership.
Chapter 3 Organizational Structure
3.1 The Alliance shall have a Council whose members are from the organisations or groupings who signed this Alliance charter..
3.2 The Council will consist of a Chairman, and Vice-Chairmen to be elected from the members of the Alliance.
3.3 The Alliance will have local country chapters. The founding member will initiate such chapters with their countries.
3.4 The Alliance shall have an Executive Committee (EC). The first EC will consist of the FIVE founding members of the Alliance (as given in Annex A).
3.5 The EC will elect a Chair, a Deputy Chair and a Secretary. TWO other founding members will be co-opted into the EC at inception of the Alliance.
3.6 The role of the EC is to promote collaboration and cooperation among members of the Alliance, and will take turns in organizing and hosting the biennial official conference of the Alliance.
3.7 Membership of the EC can only serve two terms, after which they may be rotated by representatives elected from the founding Alliance membership.
3.8. Any member of the Alliance will be given the opportunity to be nominated for election of membership of the EC of the Alliance.
Chapter 4 Rights and Obligations
4.1 Members shall receive non-confidential research information from the other members of the Alliance.
4.2 Members of the Alliance have the priority to jointly apply for international or regional research funding or to be subcontractors for such funding.
4.3 Members will have priority to deliver presentations on the academic activities organized by the Alliance.
4.4 Members undertake to support the activities of the Alliance by endeavouring to send delegates to all activities organized by the Alliance.
Chapter 5 Finances
5.1 There is no membership fee for all members of the Alliance.
5.2 Members are responsible for the cost of their own contribution to the activities of the Alliance.
Chapter 6 Others
6.1 The Alliance will be officially formulated signature of this Charter.
A.1 The FIVE founding members of the Alliance are: Xian University of Architecture and Technology, University of Southampton, Norwegian University of Science and Technology, Tsinghua University, University College London.
